Verify deliveries, not only intention

A past project does not guarantee a future one. It is still more informative than a rendering alone. A decision to wait is appropriate when a material element cannot be connected to the file. That may involve the operator’s identity, the absence of verifiable deliveries, a reference inconsistent with the stated programme, or a monitoring plan that exists only in informal messages. None of these elements, alone, proves misconduct. Together, they may mean the file is not ready.
